Eyelid skin is the thinnest on our bodies and therefore has a degree of translucency

Hollowing of the lower eyelid as a result of fat resorption leaves a concave contour, effectively creating a shadow.
UV light exposure accelerates ageing changes in addition to directly increasing skin pigmentation. This can especially be seen in people with darker skin types.
Smoking contributes to ageing of the skin and subcutaneous tissues, so these changes are often accelerated in smokers.
Post-inflammatory pigmentation can occur in hayfever, eczema, psoriasis and following trauma or surgery.
Hormonal abnormalities can occasionally be a cause of eyelid dark circles.
Reversible influences on eyelid dark circles include sleep deprivation, dehydration, ill health and poor diet.
Treatments
A healthy lifestyle is helpful in all aspects of skincare, including the management of eyelid dark circles. Avoiding smoking, daily sunscreen and cosmeceutical products including retinol and vitamin C are also helpful in improving the health of eyelid skin. Wearing sunglasses when outdoors reduces UV exposure (it also slows down the development of cataracts!)
